I think the Doctor and Rose are completely adorable in general, and writing the two of them in love just begs for cute stuff like that. :D Also, as I mentioned to someone below, relationships are about more than sex, and the Doctor and Rose are friends as well as lovers. Showing both sides to the relationship is half the fun.
